Tianjin Emergency Medical Center is founded on Jan. 1st, 1994. It is an institution of Tianjin Public Health Bureau. Now the Center has 188 workers, and it is the only one that can provide first aid before hospitals. The communication network covers the whole city, and the service combines emergency aid before hospitals with rapid transference. The principal aim of our Center is: `civilization, high-quality, high-speed and satisfaction ¨.

  We have 74 ambulances, which are divided in 3 types. 1. Intensive care for the serious patients: Benz and Transit 2. Ordinary transference: Transit, Toyota and Golden Cup 3. Infectious disease sterilizing transference: Iveco. All the cars have advanced equipments, such as GPS, shock absorption, artificial pacemaker and Intensive care service. There are DLP and LED in the 200 square meters hall. The advanced computer network, whole course information management system, and wired and wireless communication make the 120 alarm and fist-aid rapidly, accurately, and timely.

  Tianjin Emergency Medical Center has deepen the inside reform, strengthened the total quality control in last several years. We concentrated all attention on our patients, and constructed a branch network model, in which the center is the emergency focus, and there are 6 emergency branch and 1 unemergent branch in 10 districts, and also regional emergency center in the 3 Bin hai districts, Baodi, Wuqing and Ji county. In this way, the City center can instruct the branches directly, and can make the rescue work more successful than before.
According to 'Unexpected Public Hygienic Incident Dealing Rules', Tianjin Emergency Medical Center not only safeguard the daily emergency work, but also be responsible for the medical rescue in the important social activities and unexpected incidents. In April 2003, Tianjin was hit by SARS. Upon Tianjin Government¨s instructions, the Center acted quickly, and transferred high fever, doubtful and confirmed SARS patients successfully. For this reason, the Center has been approved by the society, and won the title of Advanced Party Branch and Advanced Group in Fighting SARS by the Government.


  Special advantages

  1. the 3 levels network service model before hospitals
  During several years operating, combining the reality of Tianjin city, the Center established a 3 levels network service model. The first level is the Center (focus). The second level is 6 branches in 10 districts (including 4 new districts). The third level is 2 to 3 first-aid station under each branch. And there are also regional emergency centers in the three Binhai districts, Baodi, Wuqing and Ji County. The Model can reduce the first-aid distance, arrange cars and cure patients in the neighborhood, and satisfy people¨s medical demands.
  
  In a thorough investigation of China Quality National Project among Tianjin medical units, the ambulances and doctors of 120 can reach the worksite immediately. So the CQNP approved and awarded the Certificates to the workers of Tianjin 120. In May and June 2003, the 3 levels model has made a great function in fighting SARS. The Center commanded unimpeded, reflected immediately, visited patients timely, transferred high fever, doubtful and confirmed SARS patients successfully, and made the most advantages of 3 levels model. For this reason, the Center had been approved by the society, and been raised by the Government and Health Bureau.

  Quality Controlling Management

  1. The Center has founded a 'Quality Controlling Management Committee' and a 'Quality Controlling Management Section'. After discussing, the Committee has defined the working responsibility of each person.

  Tianjin 120 has realized a special way of constructing computer network and information management in using modern communication, which can collect the whole course emergency information before hospitals constantly and share resources. According to reasonable distribution of 3 levels network service, Tianjin 120 has accomplished information construction. The server and client can connect everyday; and communication management, data transference can keep clear and reliable.
  
  The characters of whole-course communication: the computer system change the data statistic of receiving calls and departing cars, bring management of communication, cars and medical treatment in its system. The computer system is built on basis quality; the content is laid special emphasis on connected quality; and the result is worked for final quality. So it supplies scientific, full and accurate, and reliable basis for leaders to make decision. In 3 years using, the computer system has been developed continuously. It makes the management of the Center finer.
  
  Though the development and application of the whole-course computer management system is only an initial exploration, it has shown great vitality for its convenient use, accurate controlling result and rapid correcting speed. It is said, along with the development of emergency cause and acknowledgement of the EMSS, the EMSS will not only refer to first-aid in hospital or ICU, but refer to the summation of first-aid in and before hospital and ICU. So the computer system must has a wider developing prospect and show greater vitality in the future.
  
  Using computer network is a big leap in emergency management modernization, which has been become a big trend in first-aid construction. No matter what different level that each unit¨s software and hardware is using, what different kind of management item they are constructing, and which kind of emergency model they are, It must establish a set of information management rules and operating system to develop emergency before hospitals. What the system pursues is to get the most benefit of patients, center and workers.   CHARGE FOR 120 EMERGENCY

  According to the regulations of Tianjin Price Bureau and Tianjin Health Bureau, the 120 emergency treatments is a paid service. After using 120 ambulances and the emergency treatment, the city residents have to pay for it.
  
  The charge is: 1. The lowest fee for the ambulance is RMB15.00 (within 5 km), the price raise RMB2.50 per adding 1 km. 2. If the ambulance comes back without patients, the price is 1/2 of the whole distance fee. 3. The waiting fee of ambulance is: RMB1.00 per 15 minutes. 4. Emergency fee is according to the rules of Tianjin Price Bureau and Tianjin Health Bureau. The charge of ambulance starts from the departure place.
